This may be one of the largest, most complete collections available on the internet of Executive Orders as issued by the President of the United States.  All texts were researched and scanned into electronic format by historian LeRoy Donnelly from rare and hard to find books.  If you have knowledge of additional Orders with full text please contact us.

Presidential Proclamations and Executive Orders are legal documents and have the same effect as laws. Executive orders are authorized by the President's statutory or constitutional powers. Proclamations are issued by virtue of the President's office, by law, or in response to Congressional joint resolutions. Although there is no legal difference between the two documents, most Proclamations address the general public while Executive Orders are generally used to direct government agencies or officials. Both Executive Orders and Presidential Proclamations are published in the list of source documents listed below.

Summaries:

You will notice that some Executive Orders contain an '*' prior the number, this indicates that the information is incomplete or may only contain a summary of the order. (let us know if you have the full text of these or other Orders).

Executive Order Numbering System:

When the Federal Register started to number the Executive Orders, it numbered Orders which were still in effect at that time.  So you will find orders without numbers between numbered orders.
