S. 1348 "Comprehensive Immigration Reform (Amnesty) Act" A "Yes" vote is for "cloture"--to cut off debate, allowing it to proceed to a vote, effectively a vote FOR Amnesty.  "No" is to continue debate, effectively killing the Amnesty bill. Paul wrote, ‘[P]sychotropic drugs are increasingly prescribed for children who show nothing more than children’s typical rambunctious behavior. Many children have suffered harmful effects from these drugs. Yet some parents have even been charged with child abuse for refusing to drug their children. The federal government should not promote national mental-health screening programs that will force the use of these psychotropic drugs such as Ritalin.’

"The idea of nationally screening school children for mental health stems from the establishment of the New Freedom Commission on Mental Health in 2002. Its mission is to ‘promote successful community integration for adults with a serious mental illness and children with a serious emotional disturbance.’ …

"[A]s WorldNetDaily reports, the commission’s panel ‘recommended comprehensive mental health screening for "consumers of all ages," including preschool children … Schools, the panel concluded, are in a "key position" to screen the 52 million students and 6 million adults who work at the schools.

"The public schools would address ‘the mental health needs of youth in the education system’ through ‘prevention, early identification, early intervention, and treatment.’ How early? …

"Late Thursday afternoon, the Senate passed the Interior Appropriation's [sic] Bill by a vote of 83-16, which included a watered down, but still healthy version of CARA [Conservation And Reinvestment Act]. The House passed the same compromise on Tuesday 349-69, sending the measure to the President for his signature. Many have claimed victory because the compromise only authorizes the CARA programs for six years and the funding remains subject to congressional oversight, but the fact remains, Congress caved on CARA."

$12 BILLION FOR MORE FEDERAL LAND GRABS

"The compromise authorizes many aspects of the original bill. It is a six- year, $12 billion commitment that the White House supports because it gave them more than they sought through their Lands Legacy Initiative. The environmental-

"'Since the Chinese government runs the banks, they will take Western loans and turn around and put them into the military,' he said. It will also apply U.S. technology to develop new weapons systems.

"The PLA controls some 15,000 companies. Though their sales total about $10 billion, most are poorly run and lose money. But without the PLA, there is no communist control. So the army must continue to be fed, Wei says. 'The Chinese government doesn't really care about investments,' he said. 'They just care about staying in power.'"

Eric Schmitt reports (New York Times, 5/17/00, p. A11) that "Gov. George W. Bush of Texas, the presumptive Republican presidential nominee, today sharply criticized a bill backed by Senate Republicans that would set a deadline for withdrawing American ground troops from Kosovo. Mr. Bush called the bill a 'legislative overreach' that would tie his hands if he becomes president. ...

"Until today, momentum seemed to be building among most Senate Republicans for the measure, which would cut off funds for the 5,900 United States forces in Kosovo by July 1, 2001, forcing their withdrawal, unless Congress authorizes an extension. Many Republicans said they assumed that Mr. Bush endorsed the measure, which may be voted on as early as [May 24]. ..."

"'The Clinton-Gore administration has failed to instill trust in Congress and the American people when it comes to our military and deployment of troops overseas, but the governor does not believe this provision is the way to resolve the lack of presidential leadership,' Scott McClellan, a spokesman for Mr. Bush, said. 'Governor Bush views it as a legislative overreach on powers of the presidency.'"

Those 15 Republican Senators who voted (53-47, Roll Call no. 105, 5/18/00) to remove language requiring the United States to withdraw ground troops from Kosovo on July 1, 2001 were: Abraham (Mich.), Lincoln Chafee (R.I.), Cochran (Miss.), DeWine (Ohio), Frist (Tenn.), Hagel (Neb.), Hatch (Utah), Jeffords (Vt.), Lugar (Ind.), Mack (Fla.), McCain (Ariz.), Roth (Del.), Smith (Ore.), Thompson (Tenn.), and Voinovich (Ohio).

"'The intent of the amendment is to restore congressional oversight over the Kosovo mission,' said Senator Robert C. Byrd of West Virginia, the provision's chief Democratic sponsor. 'Of course, the administration doesn't like it. They want a free hand to participate in military adventurism whenever and wherever they please. They don't want to hear a peep out of Congress.'"

GOP'S "AMERICANS WITH DISABILITIES ACT" STILL DISABLES THE INNOCENT

If anyone needs further persuasion that drug-addicted AIDS-infected homosexuals should be excluded from employment in hospitals, restaurants, and other places where they can do harm, one need only observe the example of a recent health catastrophe at the highly regarded Georgetown University Hospital in Washington, D.C.

294 GEORGETOWN HOSPITAL PATIENTS PLACED AT RISK

As reported in The Washington Times (2/25/00, p. C1), "Carolyn Jousse, 45, has been troubled since opening her mail this week and learning a drug-addicted employee of Georgetown University hospital may have switched her pain-killing drug, fentanyl, with saline from a dirty syringe.

"She is one of 294 Georgetown patients to whom radiology technician Jeffrey L. Royal could have transmitted an infectious disease in the five months he worked at the hospital."

AN ASP IN THE BOSOM IS MORE DEADLY THAN A SNAKE IN THE GRASS

"Ms. Jousse had undergone surgery 10 times before but never had she suffered such severe pain as Nov. 23 when she screamed, pleaded and prayed to die.

"'I screamed bloody murder. I kept asking for more painkillers....Doctors said I had enough to kill a horse,' said Ms. Jousse, 45, Rockville resident and mother of two teen-agers. 'I was asking them to kill me,' Ms. Jousse said, recalling her recovery immediately following spinal surgery."

DRUG ADDICTS SHOULD NOT BE HIRED TO OVERSEE HEALTH CARE

"Two months earlier, Jeffrey L. Royal, 40, had started working in the interventional radiology department. Two months after Ms. Jousse's surgery, Georgetown University Hospital charged him with siphoning pain-killing drugs from patients' supplies.

"It was on Feb. 2 that a clinical manager and nurse saw Mr. Royal use a syringe to take drugs from a patient's medication dispensing pump, court records state. Hospital security found four syringes and a small bottle in his shirt pocket. The narcotic in two syringes was fentanyl, the same drug that Ms. Jousse had been prescribed. Campus police arrested Mr. Royal, of Kensington, immediately. He was arraigned in U.S. District Court Tuesday on charges of tampering with consumer products, a felony."

SELF-INFLICTED PROBLEMS SHOULD NOT BECOME PUBLICLY PROTECTED "DISABILITIES"

"Georgetown officials have mailed letters to the 294 patients who were in that unit during Mr. Royal's tenure there, from Sept. 8 to Feb. 2.

"The hospital is urging them to come in for free tests to determine whether they were infected with such diseases as hepatitis and HIV, the virus that causes AIDS. The letters explain that infections from blood or other bodily fluids might have occurred during 'unauthorized and inappropriate use of medical equipment.'" Of course, the Americans with Disabilities Act pushed through Congress in 1990 by Senate GOP Leader Bob Dole and President George Bush purports to require that AIDS carriers be hired, on the basis of their apparent disability.

Senators who voted against enactment of the Americans with Disabilities Act were: Bill Armstrong (R-Colo.), Christopher Bond (R-Mo.), Jake Garn (R-Utah), Jesse Helms (R-N.C.), Gordon Humphrey (R-N.H.), Jim McClure (R-Idaho), Steve Symms (R-Idaho), and Malcolm Wallop (R-Wyo.)

McCAIN, HATCH, GRAMM, LUGAR, AND WARNER BACKED ADA

Those Senators still in public office who voted "AYE" included:

ELEPHANTS NEVER REMEMBER

There's an old story that elephants never forget. I wish it were true. The tragedy is that conservative Republicans never remember. They never remember that Republicans have sold them out on NAFTA, the Fed, the World Trade Organization, bailouts of the U.N., Planned Parenthood subsidies, the National Endowment for the Arts, the Legal Services Corporation, Bosnia, Ruth Bader Ginsburg, homosexual subsidies, Federal control of education, quotas, immigration, taxes, spending, and almost everything else that really matters.

Call it what you will: amnesia, Alzheimer's, or asininity – to be a conservative Republican, you must consistently forget the past, and be consistently condemned to repeat it.
